One of the major costs of cancer is cancer treatment.  These dollar figures are a very good motive for them to fraudulently claim that UVB rays from sunshine is harmful and cancer causing when in fact UVB rays exposure is essential for the body to produce vitamin D. 20 minutes of UVB exposure is essential for preventing cancer.
